LELAND REQUIRES STRUCTURED PARKING IN RESIDENTIAL SUBDIVISIONS

After continuing the on-street parking item in their October meeting, in January, the Leland Town Council moved forward with REQUIRING structured or on-street parking in future phases or new subdivisions in the town. What does this mean? Even though you house has a garage and a driveway, the developer now has to provide 1 space per lot in an on-street or structured lot. While parking at the pool house counts toward the total, the spaces can’t be more than 1/3 mile from the house it serves, so there will be on-street parallel parking spaces in Leland subdivisions as we move forward.

Based on the staff illustration of the proposal (above), about 25% of lots in a subdivision will likely either have a parking space in front of the residence or be inaccessible because of a run of 4-5 spaces. This will be an additional challenge in designing subdivisions and ongoing maintenance issues with the HOA overseeing parking lots spread through the development. BASE worked diligently to try to work with the town and suggested a sit down between developers and town staff. Unfortunately, this opportunity was not taken up by the Town. BASE opposed the text amendment as proposed, due to the impact it will have moving forward and the poor public policy precedent it sets.
