Navassa Moratorium/UDO Update:

The next regularly scheduled UDO Subdivision Subcommittee meeting is scheduled for July 28th  @ 6:30 PM at Navassa Town Hall.  The next regularly scheduled Zoning Subcommittee meeting is scheduled for August 5th @ 6:30 pm.  To view a copy of the Draft Subdivision ordinance you may download it below.

Coastal Stormwater Rules 7/15/08 Morning Update


Yesterday evening Senate Bill 1967 (PCS) passed second and third reading on the House Floor.  From here the bill should be presented and enrolled and possibly become law by the end of the week, with an effective date of Oct. 1st 2008.  Please check back often as will continue to provide a morning and afternoon update.  If you would like to track/monitor the bills progress click hereclick here

The bill incorporates many of the significant changes that BASE asked for.  Your BASE Governmental Affairs staff has continuously participated in and been very vocal on a number of outstanding concerns during the entire General Assembly 605 process.  With key facts and figures BASE has made some significant strides in modifications and clarifications to the rules as they were approved by the Environmental Management Commission early this year.  Below you may download the latest draft of the bill as well as a general synopsis of the all changes that have been made to date.  We have also updated the Coastal Stormwater Flowchart to give you a better idea of the route you will have to take for a specific development project.  From here we fully expect this bill to move forward at a pretty substantial pace and we will continue to monitor its progress, and if necessary participate in any future committee meetings to testify or provide feedback.

Changes to N.C. One Call Center

The North Carolina One Call Center Inc. is changing the formula that is used to determine the start time of a ticket when someone calls in a request for underground lines to be located and marked. Effective July 1, 2008 the “clock” start time for a ticket will begin at 12:01 a.m. the next business day after the locate request is made. As an example, a locate request that is made on Monday, July 14, 2008 at 10:45 a.m., the start time for calculating the 48 hour advance notice will begin at 12:01 a.m. on Tuesday, July 15, 2008. In this example, the locate and marking would be completed by 12:01 a.m. on Thursday, July 17, 2008.

The North Carolina One-Call Center is a non-profit organization funded by our members, that takes excavation information from contractors, utilities and homeowners, anyone engaged in excavation activities, and transmits this information to our members. The member utility owner or their representatives will mark the location of the underground facilities within 48 hours of your call, free of charge. The members range from utilities to universities, from municipalities to home owner associations. Each caller is informed of the members that will be notified. The excavator needs to call directly, any utility owner or their representative that is not a member to physically mark the utility lines.
